The Japanese legislature is called the Diet, and is considered the highest authority of the national power in the Japanese constitution. It is also the only legislative body, consisting of the House of Representatives and the House of Councilors. Even though it is the supreme body of state power, Japan has a complete separation of powers, administrative power belongs to the cabinet, and judicial power belongs to the court. It is said that it is only a political nickname because it is a representative elected by Japanese citizens.

The modern parliamentary system in Japan began with the establishment of the Constitution of the Great Japan Empire in the Meiji Era(Septenber.1890). 
The Imperial Parliament, which consists of the House of Representatives organized by members elected by high-paid taxpayer men, and the House of Peers, organized by members of the aristocrats and appointed legislators.

In 1946, the Constitution of Japan was promulgated, and as a legislative body, both the House of Representatives and the House of Councilors, organized by members elected by the people, define the Diet. The House of Representatives consists of 465 members and the House of Councilors consists of 242 members.

Why have two houses elected by voters? It is thought to be more cautiously debated by the two chambers, as it relates to legislation that may limit the rights and freedoms of the public. 

That's why the parliamentarians are expected to have hot and fruitful discussions, but when we actually watch a TV broadcast of the Diet, we often see a nasty hecking and doze by the legislators. We, the sovereign citizens, must carefully monitor the activities of the members of the Diet and select personnel who are more suitable for the legislator. By doing so, Japan's democracy will become more mature and the public can be happier.
